[Resolved] Basic problem installing plugin mgr

I'm new to Mantis. My installation is Windows, XAMPP, Mantis 1.1.8.

I'm trying to install the plug-in manager. I download pluginmanager-0.4.0.mantis.pkg. How do I unzip it? Windows Unzip and 7-Zip don't work.

Use the tar.gz version winking smiley
