"Package a plugin" in the latest 0.3.1 version of the Plugin Manager shows only one plugin for packaging. info.php files seem to be available for all my other plugins.

How does the Package Manager determine if a plugin can be packaged or not?

If the PM can found a package_inc.php file in the plugin hierarchy. You can use the file generator to generate this file.
