Hello,
I would like to develop a new plugin in mantis.
what are the essential files i create for developing a new plugin .
And how can i convert a plugin in to a package format.

Take a look in the Wiki, if there is something that is missing or you don't understand, ask.

I have updated the wiki page to register a plugin (required to package a plugin).
